The main virtue of Cloudcrack is its very large added Lightning damage. Although certainly not as effective against enemies immune to lightning, Cloudcrack can still deal enough damage to be powerful against those who are not.
Due to the nature of its skill bonuses, Cloudcrack is intended for Paladin use. Since most Paladins utilize both Offensive Auras and Defensive Auras, the skill bonuses that Cloudcrack offers are generally useful.
However, a problem that can arise from choosing to use Cloudcrack is the fact that Paladins, unlike Barbarians, cannot use a two-handed sword with one hand. Therefore, in order for a Paladin to use Cloudcrack, they would have to hold it two-handed and sacrifice a shield. Paladins are generally connected very heavily to shield use, and although some Paladin users are fine without one, others, particularly those specializing in Smite, find shields indispensable.
