Death Watch Mantle are Legendary pauldrons in Diablo III. They require character level 29 to drop.
The special effect is using the same animation as basic Fan of Knives ability of the Demon Hunter. It does not benefit from runes or enhancements the regular skill might have. The radius of the blast is 20 yards, and the effect has approximately 6 seconds internal cooldown.
Note that while chance to inflict damage is rolled as variable, the damage range does not depend on how well one rolls an item.
