Hakkajar, War Leader of the Lost Legion, is a Unique Fallen Overseer found in the Hideout of the Lost Legion in Act V of Diablo III. He spawns for the event of the same name, together with Rejakka and M'Dukkan.
In combat, he has Reflects Damage and Vortex affixes.
