The Shame of Delsere is a Legendary belt in Diablo III, added in patch 2.4.0. It requires character level 17 to drop.
The unique affix only applies to Wizards, and makes all Signature Spells generate Arcane Power. Signature Spells are Shock Pulse, Magic Missile, Electrocute and Spectral Blade.
