Boots of Disregard are Legendary boots in Diablo III. They require character level 12 to drop, and can only be found within Act III or Act IV Horadric Caches.
The Boots' unique power increases Life Regeneration while standing still. Representing the sin of Sloth, this may be of some use when out of combat, but in battle, only well equipped tanks are likely to survive the lack of mobility in longer fight. Obviously, these are an anti-combo with Hexing Pants of Mr. Yan, which penalizes stillness. Note that the bonus does not scale with level: at low levels it is absurdly strong, while at high levels each stack adds a similar amount of Life Regeneration as the maximum bonus from Paragon points.
