Overseers are a type of demon.

An Overseer
Overseers are the large, brutish leaders of the Minions. Their main weapon is a barbed whip that they can use on their troops, throwing their subordinates into a bloodlust, or even causing the minion to mutate its form and charge against the nearest opponent. The Overseer can also create a healing vortex that seeks out damaged Minions, allowing them to regain lost life.[1]

Diablo II[]
Overseers appear in Act V of Diablo II.
Overseers use the following Skills: Cry Help (Attract), Healing Vortex, Minion Frenzy, Smite.
All types of Overseer (except for Hell Whips) regenerate health 50% faster. All Overseer types have Immunity to Cold on Hell.

Development[]
Because Overseers are set to either use one specific armor or a slight variation on different types, you never see some of the armor on them, like for example Overseers always spawn only with full Light armor. They also have a pauldron-less graphic.
Diablo Immortal[]

Overseers appear in Diablo Immortal. They are encountered in the Destruction's End dungeon, the Frozen Tundra, and the Realm of Damnation. They are also seen amongst Izilech's army.[2]
Apart from whipping minions into a frenzy, Overseers can use their whips as grappling hooks. Frenzied minions have increased attack damage and speed, and can be identified by the faint orange sheen they have.
