Necrotic Vectors are Unique Rat Kings found in the Pestilence Master's Shroud Set Dungeon in Diablo III.
In combat, they have the Poison Enchanted and Knockback affixes. The former is most dangerous, as it can easily fail the second objective (take no more than 400,000 damage) if touched.
