Quov Tsin is an irritable Vizjerei mage that features in The Kingdom of Shadow, a novel written by Richard A. Knaak. He hires a band of mercenaries (including Kentril Dumon, the main protagonist) to transport him safely to Ureh, the fabled city that had been taken into the heavens, and had left behind vast wealth and powerful magic.
