Is the spawn rate of the required items influenced by MF?

Shouldn't this info (creating the Staff of Herding) be on the page for Staff of Herding, rather than the page for Whimsyshire?
There isn't ANY information here about Whimsyshire (creatures, drops, even a freakin description), it's just discussing how to make the staff.

Whimseyshire is the "hidden level" in Diablo III, created as a reference to the Cow Level in Diablo II. It is found on the eastern wall of the New Tristram Road area. The pit that becomes the portal to the area initially glows red. In order to The player must walk over a pile of cow bones above the pit to spawn the Cow King's Ghost NPC. The NPC will only spawn under certain conditions:
Whimseyshire is inhabited by three different kinds of enemies:
Any of these enemies may become elite or rare mobs. There are always five packs of elite or rare spawns. There are never champion spawns. The enemies are equivalent to those found in Act IV of the difficulty the game is created in.
