The Deflector is quite useful at low levels but fairly mediocre at best, like all Unique shields but the Stormshield.
This item can never be found in Multiplayer Diablo I, since the Split Skull Shield will always drop instead. It can be found in Single Player, but only in a game in which you find two Unique Bucklers, of which The Deflector will be the second.
