The Helm of Rule is a crafted legendary helm in Diablo III. It requires character level 70 to be worn. The level 60 equivalent is The Helm of Command.
This helm and its level 60 variant are the only two helms that can increase a character's chance to Block.

Crafting
The Helm of Rule can be crafted using the Plan: The Helm of Rule, 64000 gold, 20 Reusable Parts, 20 Arcane Dust, 30 Veiled Crystals, Caldeum Nightshade and Westmarch Holy Water.
Prior to patch 2.0.6., it also required one Skull of Raylend, which only dropped off unique Colossal Golgors.
