The idea of this rune word seems to be decent - inflict poison a monster, with Ignore Target's Defense allowing one to not worry about attack rating so much, while the Hit Cause Monster to Flee makes the monsters affected die while crying in a corner instead of die while still hitting the character. The Mal rune involved makes the whole thing very much not cost-effective, though.
